Aloha Ley

Aloha Ley is a nationally recognized leader in transportation safety, organizational culture, human flourishing, and human-centered systems, with more than three decades of experience in public service and executive leadership. Throughout their career, they have held senior leadership positions within the U.S. Department of Transportation and the Federal Aviation Administration, serving in roles including Chief of Staff, Senior Advisor, and Director of Transit Safety. Their work has contributed to the development and implementation of Safety Management Systems (SMS) across aviation and public transportation.

Today, Aloha focuses on the intersection of human performance, organizational culture, psychological safety, leadership, and emerging technology. Through their work with Syntara Path Architecture™, they develop human-centered approaches that integrate behavioral transformation, workforce engagement, safety, operational excellence, and AI-enabled decision-making. Their work explores how individuals, organizations, and communities can move toward greater trust, resilience, purpose, and flourishingAloha is also the founder of the FTA Counter Human Trafficking Program and The Invisible Movement, a multidisciplinary initiative focused on understanding the systems underlying human trafficking and exploitation while advancing prevention, healing, and community resilience. Their work brings together systems thinking, behavioral science, education, and cross-sector collaboration to address complex social challenges and promote human well-being.
